Emulation is defined as software whose primary function is to simulate hardware while running on different a completely different hardware platform, or how Wikipedia puts it:
"In computing, an emulator is hardware or software that enables one computer system (called the host) to behave like another computer system (called the guest)."
Since this uses a pre-programmed FPGA, and thus no host system, this does not fit that definition.

yeah, yet its not the same exact NES hardware so i can understand why others opinion may vary a little
