Artifex The program emulates Commodore Plus/4 computers. It has a nice GUI, sound support, and other features.
Forever? This emulator has been around for quite some time. It is very accurate and supports just about everything you could possibly want. Definitely worth a try!
Minus4 This Commodore Plus/4 emulator has numerous features and good sound support. The Windows version in particular features a clean interface.
plus4emu plus4emu is an open source, portable emulator of the Commodore 264 family of computers (C16, C116, and Plus/4), written in C++, and supporting Windows and POSIX platforms (32 bit Windows, 32 and 64 bit Linux, and MacOS X have been tested). It implements accurate, high quality hardware emulation, however, the system requirements are higher than that of most other emulators.

VICE VICE is a program that runs on a Unix, MS-DOS, Win32, OS/2, BeOS, QNX 4.x, QNX 6.x, Amiga, Syllable or Mac OS X machine and executes programs intended for the old 8-bit computers. The current version emulates the C64, the C64DTV, the C128, the VIC20, practically all PET models, the PLUS4 and the CBM-II (aka C610/C510). An extra emulator is provided for C64 expanded with the CMD SuperCPU.

WinEmu This is an emulator that emulates the C16 & the Plus4 commodore computers.It doesn't emulate the C64, but what the heck it probably will :) Feel freeto try this one out, NT users, as it supports NT.
YAPE The program emulates the 8 bit Commodore 264 family (C16, C232, plus/4) of microcomputers. It aims to imitate the user interface of VICE for Windows, which is a very good multiplatform Commodore emulator.
